From the linked video's account, there are further update and expansion to the mod, and the mod can now be downloaded by joining their instant chat group on Chinese messaging platform "QQ" where the mod files are stored at. Further search indicate there is now an internet homepage for the mod which link to another download page through Baidu Net Disk, although Baidu apparently require a client software for downloading file of such size.

It is dead in English, but alive in Chinese

There's no official link of this in Enlish till now.

I notice that it has complete Heilongjiang some time ago...
PS.It is standalone and the quanlity is just so so... (but better than other standalone map of China -- the big cities is always difficult. However, this map did a good job on some details: signs, scenery .etc)
